Jt. Jerome School District #261 representatives and Jerome Education Association representatives attended a meeting held at 9:00 a.m. at the District Administration conference room, 125 4th Ave. West, on April 26, 2013. The purpose of the meeting was to continue the 2013-14 negotiation process. This meeting was called pursuant to Title 33-1271 Idaho Code.

Mr. Layne opened the meeting by reviewing the Procedural Agreement and the Negotiated Contract for the next school year. Changes for the 2013-14 year were noted.                              

Jolene Dockstader presented a list to JSD of recommended priorities needed at each school as funding becomes available. The recommendations were identified by each school’s JEA representative.

  • Jerome Middle School

o Elective Health Teacher – this will decrease class size and aid in the elective wheel enabling 6 classes for 6 trimesters, currently only have 5 and becomes a scheduling nightmare to divide amongst 6 trimesters.

o Musical Stipend – three teachers provide over 150 hours of personal time to provide an opportunity for some of our students who would otherwise not be involved in extracurricular activities. They put on a very high energy, professional musical every year.

  • Jerome High School

o The needs that Mr. Bowman has expressed to Mr. Layne.

  • Jefferson Elementary School

o Top priority have only one PE teacher at the school

o Second Grade Teacher

o More Aides or Reading Teacher

  • Horizon Elementary School

o An Assistant Principal

o More Aides

Mr. Layne noted a few additional points of interest for the school year:

  • The extra-curricular stipend schedule, along with classified departments’ salary schedules will be reviewed for the 2013-14 year.
  • JSD is still considering adding certificated staff to schools where needed.

Clarification points in final discussions:

1. JSD will recommend approval of the items discussed to the JSD Board of Trustees and to approve this agreement.

2. JEA will email the proposal to certificated staff on April 26 and schedule a Question and Answer session on Monday, April 29, 4:00 p.m. at the Jerome Middle School.

3. JEA will send ballots as email and voters will respond to the email to cast their votes. JEA will have results by Wednesday, May 1.

4. JEA is planning a ratification meeting on Wednesday, May 1, and will present the results to the JSD Board of Trustees at the special meeting scheduled for May 2.

Jerome School District #261 representatives and Jerome Education Association representatives attended a meeting held at 2:30 p.m. at the District Administration conference room, 125 4th Ave. West, on April 19, 2013. The purpose of the meeting was to continue the 2013-14 negotiation process.  This meeting was called pursuant to Title 33-1271 Idaho Code.

Jolene Dockstader submitted questions received by district teachers concerning the state salary schedule, staffing for 2013-14 school year and health insurance to the Superintendent. Dale Layne responded with answers clarifying state funding for district certified salaries, staffing issues at the district level and health insurance options available.

 Mr. Layne explained that the preliminary district budget for 2013-14 is based on the current ADA of 168 support units. He further noted that the fund balance for the current 2012-13 school year was reduced by actual spending and but will now be increased due to a rise in student enrollment for the school year and a health insurance rebate.

 JEA requested caucus time, beginning at 3:50 p.m. and returned at 4:05 p.m. with the following recommendation:

Hiring of additional certified staff if the funds become available.

Considerations for future meeting:

The District would like to begin working toward increasing salaries for the Speech/Language Pathologist and the School Psychologist positions over the next several years, in an effort to have the salaries in line with others in those occupations within the state of Idaho.

The next meeting is scheduled for April 26th at 9:00 a.m. in the district office conference room.

Dale Layne presented information regarding the 2013-14 district budget, discretionary funds, teacher salary schedule and health insurance premium increase. Options in health insurance premium changes were discussed.

Considerations for future meeting:

  1. 1.JEA – A survey will be sent out to teachers concerning health insurance premium changes
  2. 2.District – Provide financial impact information concerning calendar days for staff, health insurance premium change options: deductibles, co-pays, vision and dental plans.

The next meeting is scheduled for April 19th at 2:30 p.m. in the district office conference room.

Brian Bridwell presented information regarding the State Department of Education’s revenue history for Jerome School District from 2009 to 2013, the district’s enrollment trends, salary based apportionment scale, preliminary figures for discretionary funding from the State. Items also discussed were the proposed increases in health care insurance costs, utility costs, and student transportation costs,
